Doug Cuthbert

Doug has been involved in the security and fire alarm industry since the early 1980s. Even earlier than this, in 1969 his father opened a security and electrical installation company where he worked through his school years. Doug has literally been in the industry his entire life.

During his career, Doug worked for two prominent international fire and security alarm manufacturers, as a director of sales and product development senior manager where he participated with Underwriter Laboratory’s UL 864 Committees, Fire System Suppression Association’s Detection Application Technical Committees, and NEMA’s Building Code Committees. After years of domestic and international travel, Doug settled in Northern California to build a reputable security and fire alarm contracting company for his previous employer.

His experience and project involvement ranges from residential automation systems, office buildings and mixed used facilities to high-rise buildings, schools, hospitals, and complex integrated police and city facilities

Doug is the President of RMI Systems and a partner in the company. His contractor and past manufacturer employment experience has made him extremely knowledgeable with data protocols, communications, and seamless interoperability of systems across many technological platforms.


David Rex Moore
RMI Systems Partner

David began his career with Rex Moore Electrical Contractors & Engineers in 1986. During his high school and college years, he spent his summers working in the warehouse and the field as an electrician. In 1990, David received his Bachelor of Science degree in Management.

David returned to Sacramento in 1995 as a project manager and returned to school and completed his M.B.A. at Pepperdine University in 1997.

David is currently serving as President of Rex Moore Group, Inc., is a partner in RMI Systems, Inc. and is responsible for the overall organization of the engineering, estimating, project management, warehouse and field teams within the Rex Moore Electrical Contractors & Engineers organization. The management of these teams, as well as their interactions with each other, ensures the company of meeting its mission, goals and customer expectations.


William C. Hubbard, P.E.
RMI Systems Partner


Bill contributes over fifteen years of Electrical Consulting, Marketing, Estimating and Design/Build experience to Rex Moore. Bill received his Bachelor of Science in Electrical Engineering from the University of California at Davis and his Masters in Business from Golden Gate University. As a registered Professional Engineer, Bill has designed a variety of commercial, industrial and institutional sports arenas, medical and surgery centers, congregate care facilities and shopping centers.

Currently, Bill is the Executive Vice President of Rex Moore Group, Inc., a partner in RMI Systems, Inc. and also oversees Rex Moore’s Engineering services. Bill’s unique ability to handle exceedingly large and complex engineering tasks combined with the knack of being able to accurately conceptualize and then negotiate the electrical cost on any given project, while it is still in the preliminary stages, add versatility to the Rex Moore Design/Build team.



Brock Littlejohn
RMI Partner & CFO

Brock is the CFO for Rex Moore Group, Inc, a partner in RMI Systems, Inc. and oversees the account receivables, monthly management reports, budgets, backlog, retirement plan, insurance, bonding and banking relationships for Rex Moore Electrical Contractors & Engineers.

Brock has contributed his financial experience to Rex Moore Electrical Contractors and Engineers since 1999. Brock received his Bachelor of Science in Business Administration from California State University Northridge. He started his career working for KPMG Peat Marwick in Los Angeles where he earned his CPA. Experiences included drafting and issuing financial statements and giving recommendations to senior management regarding operations and industry trends. Before joining Rex Moore Brock was a financial analyst at the University of California at San Francisco and worked closely with the CFO and COO of UCSF on the Medical Center merger with Stanford.
